Yes, they are. There is not much worse than to be victimized by a bully. We need to stop bullying in schools first and foremost, this type of encounter affects children there entire lifetime.

I totally agree with you. Thing is, with abusers in the home, is there much chance of stopping bullying? For most children, they learn this behaviour due to their upbringing/environment. They cycle needs to be broken.
